Tender: Underground Civil Contractors Source List (QRT) – CFB Edmonton (Defence Construction Canada)
Released 8 months ago
About
Defence Construction Canada (DCC) is seeking underground civil contractors to join a QRT source list for work required by the Department of National Defence at CFB Edmonton, AB (Project No. ED26SL02_CN86341). The source list will be in place for three years from the date of establishment and may be used for projects with an estimated value up to $500,000. Applications must be submitted by e-mail using the Source List application form to Kelsey.Li@dcc-cdc.gc.ca (Attention: Kelsey Li); fax or mail submissions will not be accepted. Requests to join the source list may be made at any time and require approximately 10 days for administrative processing, though DCC prefers requests by March 19, 2026. The language selected by the applicant will be the only language used for tender and contract documents and communications for the duration of the source list. While a security clearance is not required to be added to the source list, tenders and contracts under the QRT may include organizational and personnel security requirements (typically Designated Organization Screening and personnel reliability status) and, in some cases, may require Facility Security Clearance at the SECRET level with approved Document Safeguarding and secret personnel clearances. Contracts include measurable performance standards under form DCL81 (Performance Evaluation Guidelines); contractors receiving unacceptable scores may be removed from the source list. For more information contact the DCC site office at 587-338-8057 or Kelsey.Li@dcc-cdc.gc.ca. Bidding documents are available on merx.com (fees may apply).
This is relevant to underground civil contractors seeking work for the Department of National Defence at CFB Edmonton and willing to be listed on a three-year QRT source list. Key considerations include possible organization and personnel security requirements up to Facility Security Clearance (SECRET), adherence to DCL81 performance standards (failure can lead to removal from the source list), the binding language selection for all documents, and the preferred application date of March 19, 2026 with an approximate 10-day administrative processing time.
