Defence Construction Canada (DCC) is seeking mechanical contractors to be placed on a Quick Response Tender (QRT) source list for plumbing and heating work at CFB Edmonton, AB (Project No. ED26SL01). The source list will be in place for three years from establishment and may be used for projects with an estimated value up to $500,000. Contractors must apply by e-mail using the Source List application form to Brett.Cooper@dcc-cdc.gc.ca (fax or mail not accepted); interested contractors may request to join at any time with approximately 10 days administrative processing, and DCC prefers requests be submitted as soon as possible, preferably by January 6, 2026. Applicants’ selected language will be the only language used for tender and contract documents for the duration of the source list. Procurement follows Chapter 5 of the Canadian Free Trade Agreement. While security clearance is not required to be added to the source list, tenders and contracts may include organization and personnel security requirements—typically Designated Organization Screening (DOS) and personnel reliability status, and potentially Facility Security Clearance (FSC) at the level of SECRET with Document Safeguarding (DSC) and secret clearance for personnel. Contracts include measurable performance standards per form DCL81 (available at https://www.dcc-cdc.gc.ca/industry/forms) and contractors receiving unacceptable scores may be removed from the source list. Questions: phone 780-266-1884 or email Brett.Cooper@dcc-cdc.gc.ca. Bidding documents are available on http://www.merx.com; fees may apply.

This could be ideal for mechanical contractors specializing in plumbing and heating who can manage projects up to $500,000 and are prepared to meet DCC performance evaluations and possible security screening. Key considerations include the e-mail-only application requirement and preferred submission date of January 6, 2026 with ~10 days processing, the binding language selection for all documents, and the potential need for organization/personnel security clearances up to FSC SECRET.
