Tender: Open Construction Source List for CFB Edmonton – Construction Services (Apr 1, 2026 to Mar 31, 2029)
Released 9 months ago
About
Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at CFB Edmonton for the fiscal period April 1, 2026 to March 31, 2029. Interested firms must apply through this MERX posting (faxed, mailed or emailed submissions will not be accepted), indicate their preferred official language (English or French), and are asked to submit requests as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. The OCSL will be used to tender projects with an estimated value of $10 million and below; invitations and tender closings will be managed electronically through MERX, bidders may be required to attend a site meeting, and an active MERX account with the bidder’s legal name is required. Contracts will use DCC’s Standard Construction Contract Documents (DCL250), include measurable performance standards (DCL81), be subject to DCC’s Procurement Code of Conduct, and may include organization and personnel security requirements (for example Designated Organization Screening, reliability status, or potentially Facility Security Clearance at the SECRET level with document safeguarding); DCC may also set aside opportunities for Indigenous businesses under PSIB with ISC Indigenous Business Directory registration or require subcontracting to registered Indigenous businesses and an Indigenous Benefits Plan. For questions contact Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX (fees may apply).
This could be valuable for construction contractors and suppliers experienced in commercial, residential, industrial, institutional and civil work who have or can obtain an active MERX account and meet DCC’s pre‑qualification requirements. Key considerations include the irrevocable language selection for all tender and contract documents for the OCSL duration, potential security clearance requirements (which may take time to obtain), mandatory MERX-only submissions, and performance and Indigenous-set‑aside rules that can affect eligibility and removal from the list.
