Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work at CFB Halifax and its satellite sites in Nova Scotia for the fiscal years April 1, 2026 to March 31, 2029. Interested firms may request placement via this MERX posting at any time, preferably by March 4, 2026; DCC requires ten (10) business days to process applications and submissions must be made electronically through MERX (faxed, mailed or emailed submissions are not accepted); bidders need an active MERX account and will be invited electronically to bid on opportunities with an estimated value of $10 million and below, with tenders closing through MERX and site meetings possible at DCC’s discretion. Applicants who were on the previous OCSL (April 1, 2023 to March 31, 2026) must re-apply; the applicant’s selected official language (English or French) will be the only language used for tender and contract documents for the duration of the OCSL, and bidders must ensure their legal name appears on the OCSL or notify DCC of name changes. Tenders and contracts may include organization and personnel security requirements (typically Designated Organization Screening and reliability status, and potentially Facility Security Clearance at the SECRET level with Document Safeguarding and secret personnel clearance), opportunities may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), Indigenous subcontracting or an Indigenous Benefits Plan may be required for some invitations, and DCC’s Standard Construction Contract Documents (DCL250) and Performance Evaluation Guidelines (DCL81) apply; DCC reserves the right to verify submissions, require additional pre-qualification, use other source lists, or reject applications that do not meet requirements. Bidding and documents are available on MERX (fees may apply); for questions or to request removal from an OCSL contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca.

This could be valuable for construction firms experienced in commercial, residential, industrial, institutional and civil projects with the capacity to deliver contracts up to $10 million and that already have or can obtain an active MERX account and any required security clearances. Key considerations include the need to re-apply if previously listed, the one-language selection for all documents for the OCSL period, electronic-only submissions, potential security clearance requirements (including up to SECRET), and possible Indigenous set-aside or subcontracting requirements for specific tenders.
