Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at CDSB Gagetown (and its satellite sites in New Brunswick) and at sites in Prince Edward Island for the fiscal period April 1, 2026 to March 31, 2029. Applications must be submitted through MERX (faxed, mailed or emailed submissions are not accepted), applicants must indicate their preferred official language (English or French) which will be the only language used for tender and contract documents for the duration of the OCSL, and DCC requests submissions as soon as possible and preferably by March 4, 2026; DCC requires ten business days to process an application. The OCSL will be used to tender construction services with an estimated value of $10 million and below, invitations to bid will be sent electronically via MERX, site meetings may be required, and bidders must have an active MERX account and ensure their legal name appears on the OCSL. DCC may require additional pre-qualification, apply security screening (including DOS, reliability status or potentially Facility Security Clearance at SECRET with document safeguarding), set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), include Indigenous subcontracting or Indigenous Benefits Plans where specified, use other source lists, and remove firms for poor performance or non-compliance; standard construction contract documents (DCL250) and performance evaluation guidelines (DCL81) apply. By submitting, contractors consent to public disclosure after closing of their legal name, address and whether they have been included on the OCSL; questions may be directed to Andre.Champagne@dcc-cdc.gc.ca and bidding documents are available on MERX.

This is most valuable for construction firms and suppliers that handle commercial, residential, industrial, institutional or civil projects up to $10M, maintain an active MERX account, and can commit to a single official language for documents. Key considerations include the need to reapply if already on the prior OCSL, possible security clearance requirements (up to SECRET with document safeguarding), potential Indigenous set-aside or subcontracting obligations, DCC performance evaluations and additional pre-qualification checks, and that submissions must be made through MERX.
