Tender: Registration for Open Construction Source List – CFB Esquimalt Construction Work (Apr 1, 2026–Mar 31, 2029)
Released 9 months ago
About
Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services for the Department of National Defence at CFB Esquimalt and its satellite sites in British Columbia for the fiscal years April 1, 2026 to March 31, 2029. Interested firms must apply through the MERX posting, indicate a preferred official language (English or French), and DCC requests applications preferably by March 4, 2026; DCC will require ten business days to process applications and faxed, mailed or emailed submissions will not be accepted. The OCSL will be used to tender projects with estimated values of $10 million and below; bidders need an active MERX account, the bidder's legal name must appear on the OCSL, tenders will close electronically through MERX and DCC may require site meetings, additional pre-qualification, security clearances (such as Designated Organization Screening or Facility Security Clearance up to SECRET with Document Safeguarding) and may reserve opportunities or require Indigenous participation under the Procurement Strategy for Indigenous Business with registration in Indigenous Services Canada’s Indigenous Business Directory as required. Contracts under this OCSL are subject to DCC performance evaluation (DCL81), the DCC Procurement Code of Conduct, and standard DCC electronic contract documents (DCL250); applicants consent to post-closing public disclosure of their legal name and address and may contact Andre.Champagne@dcc-cdc.gc.ca for questions; bidding and documents are available on MERX and fees may apply.
This is suited to contractors and suppliers experienced in commercial, residential, industrial, institutional and civil construction in British Columbia who maintain an active MERX account and can meet DCC performance, legal-name and potential security clearance requirements; key considerations include the March 4, 2026 preferred submission timing, the binding language selection, the need to re-apply if previously listed, possible security clearance processes up to SECRET, and compliance with Indigenous set-aside or subcontracting requirements and DCC evaluation standards.
