Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to deliver commercial, residential, industrial, institutional and civil construction work at 14 Wing Greenwood and its satellite sites in Nova Scotia for the three fiscal years April 1, 2026 to March 31, 2029. Interested firms may request placement through the MERX posting (preferably by March 4, 2026) and DCC requires ten business days to process applications; submissions by fax, mail or email will not be accepted and bidders must have an active MERX account. Applicants must indicate their preferred official language (English or French), which will be the sole language used for tender and contract documents and communications for the duration of the OCSL, and contractors on the previous OCSL (Apr 1, 2023–Mar 31, 2026) must re-apply. The OCSL will be used for opportunities with an estimated value of $10 million and below; invitations to bid and tender closings will be conducted electronically via MERX and may include site meetings and additional pre-qualification requirements. DCC may set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), may require sub-contracting to Indigenous businesses or an Indigenous Benefits Plan, may impose organization or personnel security requirements (including reliability checks, Designated Organization Screening or Facility Security Clearance at SECRET with Document Safeguarding), and will apply its performance evaluation (DCL81) and standard construction contract documents (DCL250). DCC reserves the right to verify submissions, require clarifications, remove contractors who are no longer interested or who receive unacceptable performance scores, and to publicly disclose, after closing, the legal name, address and inclusion status of applicants.

This is valuable for contractors and suppliers capable of delivering commercial, residential, industrial, institutional and civil construction projects in Nova Scotia who maintain an active MERX account and can bid on projects up to $10 million; key considerations include the binding language selection for all documents, potential security clearance requirements (up to SECRET/Document Safeguarding), the need to re-apply if previously listed, and possible Indigenous set-asides or additional pre-qualification requirements.
