Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work at CFB Calgary and its satellite sites in Alberta for the fiscal period April 1, 2026 to March 31, 2029. Applicants may request placement at any time but DCC prefers submissions by March 4, 2026 and requires ten business days to process applications; submissions must be made through MERX and applicants must indicate their preferred official language (English or French), which will be the sole language used for tender and contract documents for the duration of the OCSL. The OCSL will be used to tender construction services with an estimated value of $10 million and below; DCC will invite contractors on the OCSL to bid electronically through MERX, may require site meetings, and contractors must have an active MERX account and ensure their legal name on the OCSL matches their bid. DCC may require additional pre-qualification for specific tenders, reserve the right to continue or create other source lists, post tenders openly if warranted, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), and include Indigenous subcontracting or Indigenous Benefits Plans where indicated. Contracts are subject to DCC’s performance evaluation guidelines (DCL81) and Procurement Code of Conduct, and tenders may include organization and personnel security requirements up to Facility Security Clearance (FSC) at SECRET with approved Document Safeguarding; Advance Procurement Notices may identify anticipated security requirements. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca.

This is relevant for contractors and suppliers able to deliver commercial, residential, industrial, institutional and civil construction work in Alberta on projects up to $10 million who maintain an active MERX account and can commit to a single official language for tendering and contracts. Key considerations include DCC’s performance evaluation and conduct requirements (DCL81 and Procurement Code of Conduct), potential organization and personnel security clearances (DOS, reliability status or FSC SECRET), the need to re-apply if on the previous OCSL, and possible Indigenous set-asides or subcontracting requirements that require registration in Indigenous Services Canada’s Indigenous Business Directory.
