Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List for commercial, residential, industrial, institutional and civil construction work at 5 Wing Goose Bay and its satellite sites in Newfoundland and Labrador for the three fiscal years April 1, 2026 to March 31, 2029. Interested firms must apply through MERX (faxed, mailed or emailed submissions will not be accepted), indicate their preferred official language (English or French) which will be the sole language used for tender and contract documents for the duration of the OCSL, and are requested to apply as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. The OCSL will be used for tenders with estimated values of $10 million and below, may require attendance at site meetings, may include organization and personnel security requirements (typically Designated Organization Screening and personnel reliability status, and potentially Facility Security Clearance at SECRET with Document Safeguarding and secret personnel clearance), may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business with registration in Indigenous Services Canada’s Indigenous Business Directory required, and will use DCC standard construction contract documents (DCL250) with performance evaluated under DCL81 and subject to DCC’s Procurement Code of Conduct; contractors placed on the prior OCSL (Apr 1, 2023–Mar 31, 2026) must re-apply, and an active MERX account is required to bid. Bidding and documents are available on MERX and questions or removal requests may be directed to Andre Champagne at Andre.Champagne@dcc-cdc.gc.ca.

This could be ideal for contractors and suppliers with experience in commercial, residential, industrial, institutional and civil construction in Newfoundland and Labrador who can manage projects up to $10M; key considerations include applying via MERX, the language selection lock for all documents, possible security clearance requirements (up to SECRET), compliance with DCC performance evaluations, and potential Indigenous set-aside or subcontracting requirements.
