Tender: Open Construction Source List – 22 Wing North Bay Construction Services (Apr 2026–Mar 2029)
Released 9 months ago
About
Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at 22 Wing North Bay and satellite sites in Northern Ontario (including Sudbury, Timmins and Sault Ste. Marie) for the three fiscal years from April 1, 2026 to March 31, 2029. Interested firms may request placement at any time via MERX (preferably by March 4, 2026) and DCC requires ten business days to process applications; faxed, mailed or emailed submissions will not be accepted. The OCSL will be used for projects with an estimated value of $10 million and below, invitations to bid and tender closings will be issued electronically through MERX, and bidders must have an active MERX account and indicate a single preferred official language that will govern all tender and contract documents and communications for the duration of the OCSL. Previous OCSL participants (April 1, 2023 to March 31, 2026) must re-apply; DCC may require site meetings, additional pre-qualification, post opportunities openly on MERX, set aside tenders or require Indigenous subcontracting under the Procurement Strategy for Indigenous Business, and may impose security requirements (typically Designated Organization Screening and personnel reliability status, and potentially Facility Security Clearance at SECRET with Document Safeguarding and secret clearance for personnel). Contracts will use DCC’s standard construction contract documents (DCL250), are subject to performance evaluation (DCL81) and DCC’s Procurement Code of Conduct, and DCC may remove firms that are ineligible, suspended, non-compliant or receive unacceptable performance scores; by applying firms consent to public disclosure of their legal name and address under the Defence Production Act. Bidding and documents are available on MERX; fees may apply.
This is suited to contractors and suppliers experienced in commercial, residential, industrial, institutional or civil construction in Northern Ontario who already have (or can obtain) an active MERX account and can meet potential security clearance requirements; key considerations include the need to re-apply even if previously listed, the binding choice of a single official language for all documents and communications, project value limits of $10 million and below, possible Indigenous set-asides or subcontracting requirements, and performance and eligibility rules that can lead to removal from the OCSL.
