Tender: Advance Procurement Notice — 5 Wing Goose Bay Facilities, Construction and Services (with and without security requirements)

Defence Construction Canada (DCC) is notifying contractors and consultants of upcoming contract opportunities at 5 Wing Goose Bay in Happy Valley–Goose Bay, Newfoundland and Labrador, to support the Real Property Operations Group (RP OPS) and the Canadian Forces Housing Agency (CFHA), potentially with or without security requirements. The base covers approximately 52 km² and includes aircraft hangars, an ammunition compound, barracks and administrative buildings, and an international airport with two runways and an 8,000‑foot emergency landing strip; anticipated projects and timelines are listed in the MERX document attached to this Advance Procurement Notice. Future procurements may be issued as open competitive tenders on MERX and CanadaBuys, by invitation via the Open Construction Source List (OCSL) (MERX reference AR26SLGB_86030), through source lists for professional services (such as A&E or environmental), or by standing offers/agreements. DCC is offering early sponsorship assistance under its Industrial Security Program (ISP) to begin security clearance applications where required, but it notes that sponsorship or security clearances are not guaranteed and that some projects may be reserved for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB).
