Defence Construction Canada is seeking contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work for Department of National Defence at 19 Wing Comox and its satellite sites in British Columbia for the three fiscal years from April 1, 2026 to March 31, 2029. Interested firms may apply at any time but are asked to submit applications as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process an application. Applications must be submitted through the MERX posting, indicate the applicant's preferred official language (English or French) which will be the only language used for tender and contract documents for the OCSL duration, and faxed, mailed or emailed submissions will not be accepted. The OCSL will be used for construction tenders with an estimated value of up to $10 million; DCC will invite OCSL members electronically through MERX to bid as opportunities arise and may require site meetings prior to tender closings. Applicants must have an active MERX account and ensure their legal business name on the OCSL matches their MERX account; previous OCSL members (Apr 1, 2023–Mar 31, 2026) must re-apply. DCC reserves rights including maintaining or creating other source lists, requiring additional pre-qualification for specific tenders, posting open tenders instead of using the OCSL, setting aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (which requires registration in Indigenous Services Canada’s Indigenous Business Directory), and including subcontracting or Indigenous Benefits Plan requirements. Contracts will use DCC standard documents (DCL250), include measurable performance standards (DCL81), be subject to DCC’s Procurement Code of Conduct, and may contain organization and personnel security requirements (typically Designated Organization Screening and reliability status for personnel, with potentially more stringent requirements such as Facility Security Clearance at SECRET and Document Safeguarding with secret personnel clearance). DCC may publish Advance Procurement Notices to indicate anticipated security requirements, may reject applications that do not meet stated requirements, and may publicly disclose, after closing, applicants' legal name and address under section 30 of the Defence Production Act; procurements under the OCSL may be covered by trade agreements. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca and see MERX for bidding and document access (fees may apply).

This opportunity is valuable for contractors and suppliers who provide commercial, residential, industrial, institutional or civil construction services in British Columbia and want access to Department of National Defence projects at 19 Wing Comox between April 2026 and March 2029. Key considerations include the requirement to apply via MERX with an active account and exact legal name, the binding choice of official language for all tender and contract documents, the need to re-apply if previously on the OCSL, potential security clearance requirements up to Facility Security Clearance SECRET and document safeguarding for personnel, possible Indigenous set-asides or subcontracting/IBP obligations, and performance evaluations (DCL81) that can remove firms from the OCSL.
