Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work for the Department of National Defence at 9 Wing Gander, including CFS St. John’s, Stephenville, Corner Brook and Grand Falls‑Windsor, Newfoundland and Labrador, for the fiscal period April 1, 2026 to March 31, 2029. Interested firms may request placement on the OCSL at any time but are asked to apply as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications and will only accept submissions through this MERX posting, with applicants required to indicate their preferred official language for all future tender and contract documents. The OCSL will be used to tender construction services with an estimated value of $10 million and below, with electronic invitations and tender closings via MERX; bidders must have an active MERX account, ensure their legal name appears on the OCSL, and may be required to attend site meetings. Opportunities may be set aside for Indigenous businesses registered in Indigenous Services Canada’s Indigenous Business Directory and may include Indigenous subcontracting or Indigenous Benefits Plan requirements. Tenders and contracts will use DCC standard construction contract documents (DCL250), are subject to DCC performance evaluations (DCL81) and the DCC Procurement Code of Conduct, and may contain organization or personnel security requirements (for example Designated Organization Screening, reliability status, or potentially Facility Security Clearance at SECRET with Document Safeguarding). DCC reserves rights to verify interest, require additional pre-qualification, use other source lists or open MERX postings, reject non-compliant applications, request clarifications, and publicly disclose applicants' legal name and address after closing. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX (fees may apply).

This OCSL is relevant for contractors and suppliers experienced in commercial, residential, industrial, institutional or civil construction in Newfoundland and Labrador who can bid electronically through MERX and commit to a single official language for tendering and contract documents. Key considerations include maintaining an active MERX account and correct legal name on the OCSL, potential security clearance and site-meeting requirements, the need to re-apply if previously on the earlier OCSL, and compliance with DCC performance evaluations, procurement conduct and any Indigenous set-aside or subcontracting requirements.
