Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional and civil construction work in Nunavut (including Iqaluit, Rankin Inlet, Alert and North Warning System sites) for the fiscal period April 1, 2026 to March 31, 2029. Interested firms may apply at any time but DCC requests submissions as soon as possible, preferably by March 4, 2026; applications must be submitted through the MERX posting (faxed, mailed or emailed submissions will not be accepted) and applicants must indicate their preferred official language (English or French), which will be the only language used for all tender and contract documents for the duration of the OCSL. DCC requires ten business days to process an OCSL application; contractors on the prior OCSL (Apr 1, 2023–Mar 31, 2026) must re-apply. The OCSL will be used to tender construction services with an estimated value of $10 million and below; DCC will invite OCSL members electronically through MERX to bid on opportunities, may require site meetings, and tenders will close electronically. Bidders must have an active MERX account and ensure their legal name on MERX matches the name on the OCSL. DCC may impose additional pre-qualification or security requirements (typically Designated Organization Screening and personnel reliability status; more stringent requirements such as Facility Security Clearance at SECRET and Document Safeguarding with secret personnel clearance may apply), publish Advance Procurement Notices to allow time for security sponsorship requests, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), require Indigenous subcontracting and an Indigenous Benefits Plan where indicated, apply standard DCC contract documents (DCL250) and performance evaluation guidelines (DCL81), and otherwise verify, remove or seek clarifications from OCSL applicants as needed; by applying firms consent to public disclosure of their legal name and address and whether they are included on the OCSL.

This opportunity is most useful to contractors and suppliers experienced in northern or remote construction work who have an active MERX account and can commit to a single official language for bidding and contracting; key considerations include meeting MERX registration and legal-name requirements, potential security clearance needs (DOS, reliability status or higher such as FSC SECRET and DSC), possible Indigenous set-asides or subcontracting obligations requiring ISC Indigenous Business Directory registration, the $10M value cap per project, and DCC’s performance evaluation and removal authority.
