Tender: DCC Open Construction Source List for Ottawa & Gatineau — Construction Services up to $10M (Apr 2026–Mar 2029)
Released 9 months ago
About
Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services in the National Capital Region (Ottawa and Gatineau) for the fiscal period April 1, 2026 to March 31, 2029. Interested firms must apply through this MERX posting (faxed, mailed or emailed submissions are not accepted), indicate a preferred official language for all tender and contract documents, and are encouraged to submit as soon as possible (preferably by March 4, 2026); DCC requires ten business days to process applications. The OCSL will be used to tender projects with estimated values up to $10 million, with electronic invitations and closings via MERX, potential mandatory site meetings, and use of DCC Standard Construction Contract Documents (DCL250). Contracts are subject to DCC performance evaluations (DCL81) and the Procurement Code of Conduct, may include organization and personnel security requirements (e.g., Designated Organization Screening, personnel reliability, or Facility Security Clearance at the SECRET level), and opportunities may be set aside for or require subcontracting to Indigenous businesses registered in Indigenous Services Canada’s Indigenous Business Directory. Prior OCSL participants for April 1, 2023 to March 31, 2026 must re-apply, applicants must maintain an active MERX account, and by applying firms consent to public disclosure of their legal name and address.
This is relevant to contractors and suppliers who perform commercial, residential, industrial, institutional or civil construction work in the Ottawa–Gatineau region and can pursue projects up to $10M. Key considerations include mandatory MERX application and an active MERX account, the binding selection of an official language for all future documents, potential security clearance requirements (up to SECRET), performance evaluations that can remove firms from the OCSL, and possible Indigenous set‑asides or subcontracting requirements that require registration in ISC’s Indigenous Business Directory.
