Tender: Advance Procurement Notice — Real Property Operations & Canadian Forces Housing Base Program in Nunavut (with and without security requirements)
Released 7 months ago
About
Defence Construction Canada (DCC) is seeking contractors and consultants for upcoming Real Property Operations Group (RP OPS) and Canadian Forces Housing Agency (CFHA) base program opportunities in Nunavut. This Advance Procurement Notice (not a solicitation) informs industry of potential contracts—some with or without security requirements—and invites firms to assess capacity and begin necessary preparation, including Industrial Security Program (ISP) sponsorship for required clearances. Anticipated work supports northern Arctic operations and may involve airfield and aviation support, operations and administrative buildings, accommodations, fuel storage, utilities and maintenance structures designed for extreme Arctic conditions and seasonal access constraints; some projects may be reserved for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB). Future opportunities will be advertised on MERX and CanadaBuys as applicable and may proceed via open competitive tenders, the Open Construction Source List (OCSL) (search NR26SLNU_86071 on MERX; a MERX account is required), source lists, standing offers or other procurement tools; a MERX document lists anticipated projects subject to DND approval. DCC offers early ISP sponsorship assistance (see https://www.dcc-cdc.gc.ca/industry/security-requirements) and sponsorship questions can be sent to ISP.Sponsorship@dcc-cdc.gc.ca or (613) 998-8974; inquiries about this APN can be sent to Eric Ndayambaza at Eric.Ndayambaza@dcc-cdc.gc.ca or +(1) 343-576-9347.
This could be valuable for contractors and consultants experienced in northern/arctic infrastructure, military base support or housing who can mobilize for remote sites and who either hold or can obtain required security clearances; key challenges include extreme Arctic conditions and seasonal access, potential security clearance and sponsorship timelines, and the fact that some projects may be reserved for Indigenous businesses and there is no guarantee solicitations will proceed.
