Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional and civil construction work in Northern Canada (including sites in Yellowknife, Inuvik and North Warning System sites in the Northwest Territories and the Yukon, but excluding Nunavut and Goose Bay, NL) for the fiscal period April 1, 2026 to March 31, 2029. Applications may be submitted at any time but are requested as soon as possible, preferably by March 4, 2026, and DCC requires ten business days to process an application; submissions must be made electronically through MERX and applicants must indicate their preferred official language (English or French), which will be the sole language used for tender and contract documents for the duration of the OCSL. The OCSL will be used to invite all listed contractors to bid on construction opportunities with an estimated value of $10 million and below; bidders must have an active MERX account, may be required to attend site meetings, and must ensure their legal name appears on the OCSL to avoid non-compliance. DCC may require additional pre-qualification, reserve opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (with ISC Indigenous Business Directory registration requirements), include subcontracting or Indigenous Benefits Plan requirements, apply organization and personnel security requirements (including Designated Organization Screening, reliability status or potentially Facility Security Clearance at SECRET with Document Safeguarding and secret clearances), use standard DCC contract documents (DCL250), and enforce performance standards (DCL81) and the DCC Procurement Code of Conduct; DCC may also verify interest, remove inactive firms, request clarifications, publish Advance Procurement Notices for anticipated security requirements, or reject applications that do not meet requirements. Bidding and documents are available on MERX (fees may apply) and by submitting an application firms consent to public disclosure of their legal name and address and whether they have been included on the OCSL under section 30 of the Defence Production Act.

This opportunity is relevant to contractors and suppliers that provide commercial, residential, industrial, institutional or civil construction services in Northern Canada who can meet DCC’s administrative, performance and security requirements. Key considerations include the mandatory MERX account and binding language selection, potential security clearance requirements for some sites, possible Indigenous set-asides or subcontracting obligations, the $10M per-project threshold, and the need to re-apply if previously on the prior OCSL.
