Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services required by the Department of National Defence at CFB Wainwright for the fiscal years April 1, 2026 to March 31, 2029. Interested firms must apply through MERX (faxed, mailed or emailed submissions will not be accepted), indicate their preferred official language (English or French), and are requested to apply as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications and applicants must have an active MERX account. The OCSL will be used to tender projects with an estimated value of $10 million and below, with electronic invitations and bid closings through MERX; DCC may require site meetings, additional pre-qualification for specific tenders, and may elect to post some opportunities openly on MERX. Some tenders may be set aside for Indigenous businesses (which must be registered in Indigenous Services Canada’s Indigenous Business Directory) or may include Indigenous subcontracting or an Indigenous Benefits Plan. Contracts use DCC Standard Construction Contract Documents - Electronic Bidding (DCL250), are subject to DCC’s Procurement Code of Conduct and performance evaluation guidelines (DCL81), and may include organization and personnel security requirements (typically Designated Organization Screening and personnel reliability, and potentially Facility Security Clearance at SECRET with approved Document Safeguarding and secret clearance for personnel); Advance Procurement Notices may be published to indicate anticipated security requirements. By submitting a response, firms consent under section 30 of the Defence Production Act to public disclosure after closing of their legal name, address and whether they have been included on the OCSL. DCC reserves the right to verify submissions, remove inactive or non-compliant firms, request clarifications, and reject applications that do not meet requirements.

This is suited to contractors and suppliers experienced in commercial, residential, industrial, institutional or civil construction up to $10M who maintain an active MERX account and can commit to a single official language for tendering. Key considerations include meeting potential security clearance requirements (including DOS, personnel reliability or possibly SECRET-level FSC/DSC), re-applying if you were on the prior OCSL, ensuring ISC Indigenous Business Directory registration for any Indigenous set-asides, and adhering to DCC performance and conduct standards which can affect continued OCSL inclusion.
