Tender: Open Construction Source List for CFB Suffield (April 1, 2026 – March 31, 2029)
Released 9 months ago
About
Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at CFB Suffield for the period April 1, 2026 to March 31, 2029. Interested firms may apply via MERX at any time but are asked to submit as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications and will not accept faxed, mailed, or emailed submissions. The OCSL will be used to tender construction services with an estimated value of $10 million and below, and DCC will invite listed contractors electronically through MERX to bid on opportunities, which may require attendance at site meetings and will close electronically through MERX. Applicants must indicate their preferred official language (English or French), which will be the only language used for tender and contract documents for the duration of the OCSL; contractors placed on the previous OCSL (April 1, 2023 to March 31, 2026) must re-apply. Tenders and contracts under this OCSL may include organization and personnel security requirements (typically Designated Organization Screening and personnel reliability status, and potentially Facility Security Clearance at the SECRET level with approved Document Safeguarding and secret-cleared personnel). DCC may impose additional pre-qualification requirements, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), require Indigenous subcontracting or Indigenous Benefits Plans, verify ongoing interest and remove firms that are ineligible or receive unacceptable performance evaluations, and reserves other discretion as described in the OCSL notice.
This could be ideal for construction contractors and suppliers who perform commercial, residential, industrial, institutional or civil projects valued up to $10M, have or can obtain an active MERX account, and can meet possible security clearance requirements. Key considerations include the binding language selection for all documents, the need for re-application if previously listed, potential Indigenous set-asides or subcontracting requirements, the possibility of site meetings, and DCC performance and eligibility standards that can lead to removal from the OCSL.
