Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services for Department of National Defence work at 17 Wing Winnipeg for the fiscal period April 1, 2026 to March 31, 2029. Interested contractors and suppliers may apply through MERX at any time but are requested to submit preferably by March 4, 2026; DCC requires ten business days to process applications and will not accept faxed, mailed or emailed submissions. Applicants must apply via this MERX posting, indicate their preferred official language (English or French) which will be the only language used for tender and contract documents and communication for the duration of the OCSL, and maintain an active MERX account to receive electronic invitations and submit bids. The OCSL will be used for construction opportunities estimated at $10 million and below; DCC will invite OCSL members electronically via MERX to bid as opportunities arise, may require site meetings, may impose additional pre-qualification requirements for specific tenders, and may elect to post some tenders openly. Opportunities may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) and may require Indigenous business registration in Indigenous Services Canada’s Indigenous Business Directory; DCC may also require Indigenous subcontracting or an Indigenous Benefits Plan where identified. Contracts will use DCC’s Standard Construction Contract Documents - Electronic Bidding (DCL250), are subject to performance evaluation (DCL81) and DCC’s Procurement Code of Conduct, and tenders or contracts may include organization and personnel security requirements ranging from Designated Organization Screening and personnel reliability to Facility Security Clearance at SECRET with Document Safeguarding. By applying, contractors consent to public disclosure of their legal name and address after closing pursuant to section 30 of the Defence Production Act. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX.

This OCSL is relevant to contractors and suppliers capable of delivering commercial, residential, industrial, institutional and civil construction work up to $10 million for projects at 17 Wing Winnipeg during Apr 1, 2026–Mar 31, 2029. Key considerations include the requirement to apply and bid via an active MERX account, the mandatory selection of a single official language for all documents and communications, the need for previous OCSL members to re-apply, potential security clearance requirements (which may include SECRET Facility Security Clearance and Document Safeguarding), and possible PSIB set-asides or Indigenous subcontracting/benefits plan requirements.
