Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work required by the Department of National Defence at 4 Wing Cold Lake for the three fiscal years from April 1, 2026 to March 31, 2029. Interested firms must apply through the MERX posting (faxed, mailed or emailed submissions are not accepted), indicate their preferred official language (English or French) which will be binding for all tender and contract documents, and are asked to submit requests as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. The OCSL will be used for opportunities with an estimated value of $10 million and below; as bid opportunities arise DCC will invite contractors on the OCSL electronically via MERX and may require site meetings prior to tender close. Applicants need an active MERX account and legal names on the OCSL must match bidding entities; contractors placed on the previous OCSL (Apr 1, 2023 to Mar 31, 2026) must re-apply. DCC may impose additional pre-qualification, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in ISC’s Indigenous Business Directory), require Indigenous subcontracting or an Indigenous Benefits Plan, and may require organization and personnel security screening (typically Designated Organization Screening and personnel reliability, and in some cases Facility Security Clearance at SECRET with Document Safeguarding). DCC will use its Standard Construction Contract Documents (DCL250) and evaluates performance under form DCL81; applications may be rejected if requirements are not met and submission to this invitation provides consent under section 30 of the Defence Production Act for DCC to publicly disclose legal name and address after closing. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca and bidding/documents are available on MERX (fees may apply).

This is suited to contractors and suppliers who perform commercial, residential, industrial, institutional or civil construction work and who have government or base-access capability and an active MERX account. Key considerations include binding language selection, possible security clearance requirements (DOS/reliability and potentially FSC SECRET with DSC), potential Indigenous set-asides or subcontracting obligations, electronic-only submissions, performance evaluations that can remove firms from the OCSL, and the $10 million-and-under project value scope.
