Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to supply commercial, residential, industrial, institutional and civil construction work at CFB Shilo for the fiscal years April 1, 2026 to March 31, 2029. Interested firms may request placement on the OCSL at any time but are asked to apply as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. Applications must be submitted through the MERX posting, indicate the applicant’s preferred official language (English or French), and require an active MERX account; faxed, mailed, or emailed submissions will not be accepted. The OCSL will be used for construction opportunities estimated at $10 million and below, with invitations to bid sent electronically via MERX and possible site meetings at DCC’s discretion. Applicants from the previous OCSL (Apr 1, 2023–Mar 31, 2026) must re-apply; the selected application language will be the sole language used for tender and contract documents for the duration of the OCSL. DCC may impose additional pre-qualification requirements, verify bidder interest, establish other source lists, elect to post open tenders, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), require subcontracting to registered Indigenous businesses or an Indigenous Benefits Plan, use standard DCC contract documents (DCL250) and performance evaluation (DCL81), require organization and personnel security screening up to Facility Security Clearance (SECRET) with Document Safeguarding and secret personnel clearances, and may reject or remove applicants that do not meet requirements or performance standards. By submitting, applicants consent to public disclosure of legal name and address if placed on the OCSL. For questions contact Defence Construction Canada, André Champagne at Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX (fees may apply).

This opportunity is valuable to contractors and suppliers who perform commercial, residential, industrial, institutional or civil construction at CFB Shilo and who have or can obtain an active MERX account and any required security clearances. Key considerations include the binding choice of English or French for all documents, the $10 million and below project value limit, the need to re-apply if previously on the list, mandatory electronic submission via MERX (no fax/mail/email), potential Indigenous set-asides or subcontracting requirements tied to registration in the Indigenous Business Directory, and possible removal for poor performance or ineligibility.
