Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional and civil construction work required by the Department of National Defence at CFB Kingston and its satellite sites in Brockville and Cornwall for the three fiscal years April 1, 2026 to March 31, 2029. Interested firms must request placement through the MERX posting (preferably by March 4, 2026); DCC requires ten business days to process applications, and faxed, mailed or emailed submissions will not be accepted. Applicants must indicate their preferred official language (English or French), which will be the only language used for tender and contract documents for the duration of the OCSL; firms placed on the previous OCSL (Apr 1, 2023–Mar 31, 2026) must re-apply. The OCSL will be used to tender construction services with an estimated value of $10 million and below, invitations and tender closings will be conducted electronically through MERX, and active MERX accounts are required. Tenders may require site meetings, additional pre-qualification or security clearances (typically Designated Organization Screening and personnel reliability status; in some cases Facility Security Clearance at SECRET and approved Document Safeguarding with secret personnel clearances), and opportunities may be set aside or include Indigenous business requirements under the Procurement Strategy for Indigenous Business (ISC Indigenous Business Directory registration). Contractors are subject to DCC performance evaluation (DCL81), DCC’s Procurement Code of Conduct, and standard construction contract documents (DCL250); by submitting, firms consent to public disclosure of their legal name and address if included on the OCSL. For questions contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca; bidding and documents are available on MERX (fees may apply).

This is suited to contractors and suppliers experienced in commercial, residential, industrial, institutional and civil construction work up to $10M who have (or can obtain) an active MERX account and any required security clearances. Key considerations include the binding language selection for all documentation, the electronic-only MERX application process and preferred March 4, 2026 timing, the need for re-application if previously on the OCSL, possible Indigenous set-aside and ISC registration requirements, and potential strict security and performance evaluation requirements (including possible SECRET-level clearances).
