Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work at CFB Petawawa and its satellite site in Pembroke for the fiscal years April 1, 2026 to March 31, 2029. Applicants may request placement at any time but DCC requests submissions preferably by March 4, 2026 and requires ten (10) business days to process applications; submissions must be made through MERX (faxed, mailed or emailed submissions will not be accepted) and applicants must indicate their preferred official language (English or French), which will be the only language used for tender and contract documents and communications for the duration of the OCSL. The OCSL will be used to tender construction services with an estimated value of $10 million and below; DCC will invite OCSL members electronically via MERX to bid on opportunities, may require site meetings, and tenders will close electronically through MERX. Applicants need an active MERX account, must re-apply if they were on the previous OCSL (April 1, 2023 to March 31, 2026), and should notify DCC and update their MERX account if their legal business name changes. DCC may require additional pre-qualification, continue to use or establish other source lists, post open tenders instead of using the OCSL, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) which require registration in Indigenous Services Canada’s Indigenous Business Directory, include Indigenous subcontracting or an Indigenous Benefits Plan, use DCC’s Standard Construction Contract Documents - Electronic Bidding (DCL250), enforce measurable performance standards per DCL81, and may impose organization and personnel security requirements (typically Designated Organization Screening and reliability status for personnel, and potentially Facility Security Clearance at the SECRET level with Document Safeguarding). By applying, contractors consent to public disclosure of their legal name and address under the Defence Production Act. Questions or removal requests may be directed to André Champagne at Andre.Champagne@dcc-cdc.gc.ca.

This opportunity is valuable for contractors and suppliers who deliver commercial, residential, industrial, institutional or civil construction and who have (or can obtain) an active MERX account and any required security clearances. Key considerations include the fixed language selection for all documents, the need to re-apply if previously listed, potential Indigenous set-asides requiring ISC Indigenous Business Directory registration, adherence to DCC’s performance evaluation and Procurement Code of Conduct, possible additional pre-qualification for specific tenders, and allowing at least ten business days for application processing with a preferred submission by March 4, 2026.
