Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to tender commercial, residential, industrial, institutional and civil construction work for the Department of National Defence at 8 Wing Trenton and its satellite sites in Belleville, Peterborough and Prince Edward County for the fiscal period April 1, 2026 to March 31, 2029. Interested firms may request placement on the OCSL at any time via this MERX posting (no faxed, mailed or emailed submissions) and DCC requests submissions as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. The OCSL will be used for projects with an estimated value of $10 million and below; invitations to bid and tender closings will be issued electronically through MERX, may require attendance at site meetings, and bidders must have an active MERX account. Applicants must indicate a preferred official language (English or French), which will be the sole language used for tender and contract documents for the duration of the OCSL, and legal names on the OCSL must match the bidder’s legal name. DCC may verify submissions, require additional pre-qualification, set aside opportunities for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) with ISC Indigenous Business Directory (IBD) requirements, include Indigenous subcontracting or Indigenous Benefits Plans where specified, and may require organization or personnel security (typically Designated Organization Screening and reliability status, and potentially Facility Security Clearance at SECRET with Document Safeguarding and secret personnel clearances). DCC uses DCL250 standard construction contract documents and evaluates performance under DCL81; non‑compliant, ineligible or suspended firms may be removed from the OCSL. Advance Procurement Notices (APNs) for RP OPS and CFHA base program opportunities at 8 Wing Trenton are available on MERX, and bidding documents are available on MERX (fees may apply). By applying, firms consent to public disclosure of their legal name and address after closing.

This OCSL is most relevant for construction contractors and suppliers able to deliver commercial, residential, industrial, institutional or civil projects valued up to $10 million and willing to work at 8 Wing Trenton and nearby satellite sites; key considerations include needing an active MERX account, selecting a single official language that will govern all documents, possible security clearance requirements (including DOS or higher), potential Indigenous set‑asides/registration requirements, and DCC performance and conduct standards that can lead to removal from the list.
