Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction work at CFB Borden and its satellite sites in Meaford, Owen Sound and Barrie for the fiscal years April 1, 2026 to March 31, 2029. Interested firms must apply via this MERX posting (faxed, mailed or emailed submissions will not be accepted), indicate their preferred official language (English or French), and are requested to submit applications as soon as possible, preferably by March 4, 2026; DCC requires ten (10) business days to process applications and an active MERX account is required. Applicants placed on the previous OCSL (April 1, 2023 to March 31, 2026) must re-apply; the language selected will be the only language used for tender and contract documents and communications for the duration of the OCSL. The OCSL will be used for construction opportunities with an estimated value of $10 million and below, invitations and tender closings will be electronic through MERX, tenders may require site meetings, and DCC may impose additional pre-qualification requirements, performance evaluations per DCL81, and use standard contract documents DCL250. Some tenders may include organization and personnel security requirements (for example Designated Organization Screening, personnel reliability status, or Facility Security Clearance to SECRET with Document Safeguarding), Advance Procurement Notices may identify anticipated security needs, and certain opportunities may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business with Indigenous Services Canada’s Indigenous Business Directory requirements. By applying, firms consent to public disclosure after closing of their legal name and address if included on the OCSL; bidding and documents are available on MERX (fees may apply). For inquiries or removal requests contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca.

This is suited to contractors and suppliers experienced in commercial, residential, industrial, institutional and civil construction within the CFB Borden region; key considerations are the MERX-only submission and account requirement, the mandatory language selection for all future documents, potential security clearance requirements for some contracts, possible Indigenous set-asides and registration obligations, and DCC performance and compliance rules.
