Tender: Apply to Open Construction Source List for ASU Toronto — Construction Services (Apr 1, 2026–Mar 31, 2029)
Released 9 months ago
About
Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at ASU Toronto and its satellite sites across Greater Toronto, Central and Southern Ontario for the fiscal period April 1, 2026 to March 31, 2029. Interested firms must request placement through the MERX posting (no faxed, mailed, or emailed submissions), ideally by March 4, 2026; DCC requires ten business days to process applications and a MERX account is required to receive invitations and submit electronic bids. The OCSL will be used for tendering work with an estimated value of $10 million and below; invitations will be sent electronically via MERX, may require site meetings, and bidders must ensure their legal name on the OCSL matches their MERX account. Applicants must select a single official language (English or French) that will govern all tender and contract documents for the OCSL period; previous OCSL participants (Apr 1, 2023–Mar 31, 2026) must reapply. DCC may require additional pre-qualification, reserve or set aside tenders for Indigenous businesses under PSIB (requiring registration in Indigenous Services Canada’s Indigenous Business Directory), include Indigenous subcontracting or Indigenous Benefits Plans, apply organization or personnel security requirements (typically Designated Organization Screening and reliability status, with more stringent requirements possible such as Facility Security Clearance at SECRET with approved Document Safeguarding), use Standard Construction Contract Documents - Electronic Bidding (DCL250), and apply measurable performance standards (DCL81) that can affect OCSL standing. For questions or removal requests contact André Champagne at Andre.Champagne@dcc-cdc.gc.ca.
This could be ideal for general contractors and specialty construction suppliers operating in Greater Toronto, Central and Southern Ontario who already have or can obtain a MERX account and can manage projects up to $10M. Key considerations include mandatory electronic MERX submission, the binding single-language selection, re-application if on the prior OCSL, potential security clearance requirements and Indigenous set-aside/sub-contracting rules, and the impact of DCC performance evaluations on continued OCSL eligibility.
