Defence Construction Canada is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services at 17 Wing Detachment Dundurn for the three fiscal years April 1, 2026 to March 31, 2029. Interested firms must request placement through this MERX posting (indicating preferred official language, English or French); submissions by fax, mail or email will not be accepted; DCC prefers applications by March 4, 2026 and will require ten business days to process an application. The OCSL will be used to tender construction projects with an estimated value of $10 million and below; invitations to bid and tender closings will be managed electronically through MERX, may require an active MERX account and may include mandatory site meetings and additional pre-qualification requirements. Previous OCSL participants (April 1, 2023 to March 31, 2026) must re-apply; the chosen language will be the sole language for tender and contract documents for the duration of the OCSL. Opportunities may be set aside for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) and may include Indigenous Benefits Plan or subcontracting requirements tied to registration in Indigenous Services Canada’s Indigenous Business Directory. Contracts will use DCC’s standard construction contract documents (DCL250), be subject to performance evaluation (DCL81) and DCC’s Procurement Code of Conduct, and may carry organization or personnel security requirements (typically Designated Organization Screening and reliability status, but potentially Facility Security Clearance at SECRET with Document Safeguarding and cleared personnel). By submitting an application firms consent to public disclosure of legal name and address after closing under section 30 of the Defence Production Act; DCC may verify submissions, request clarifications, remove non-interested firms and reserves various rights as noted in the posting. Questions can be sent to André Champagne at Andre.Champagne@dcc-cdc.gc.ca and bidding/documents are available on MERX (fees may apply).

This is suitable for contractors and suppliers offering commercial, residential, industrial, institutional or civil construction who have or can obtain an active MERX account and, where required, security clearances. Key considerations include the requirement to re-apply if previously listed, the binding single-language selection for all documents and communications, potential Indigenous set-asides or subcontracting obligations tied to ISC’s Indigenous Business Directory, possible security clearance requirements up to FSC (SECRET), and compliance with DCL81 performance evaluations and electronic-only submissions via MERX.
