Defence Construction Canada (DCC) is seeking contractors and suppliers to be placed on an Open Construction Source List (OCSL) to provide commercial, residential, industrial, institutional and civil construction services for ASU Chilliwack, including the Lower Mainland and Interior British Columbia, for the fiscal period April 1, 2026 to March 31, 2029. Interested firms must submit a request through the MERX posting (faxed, mailed or emailed submissions are not accepted), indicate their preferred official language, and DCC requests applications as soon as possible, preferably by March 4, 2026; DCC requires ten business days to process applications. The OCSL will be used to tender construction services with an estimated value of $10 million and below, and DCC will invite listed contractors electronically through MERX to bid as opportunities arise; invited bidders may be required to attend site meetings and must have an active MERX account. Previous OCSL members from April 1, 2023 to March 31, 2026 must re-apply, and the language chosen by the applicant will be the sole language used for tender and contract documents and communications for the duration of the OCSL. DCC may set aside tenders for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB) or require subcontracting to Indigenous businesses registered in Indigenous Services Canada’s Indigenous Business Directory, may impose additional pre-qualification requirements, may require organization and personnel security screening (typically Designated Organization Screening and personnel reliability status, and potentially Facility Security Clearance at SECRET with Document Safeguarding), will use its Standard Construction Contract Documents (DCL250) for opportunities under the OCSL, and applies performance evaluations (DCL81) and a Procurement Code of Conduct that can affect OCSL eligibility; DCC also reserves various rights including verifying submissions, removing non-interested firms, requesting clarifications, establishing other source lists, posting open tenders in lieu of the OCSL, and rejecting applications that do not meet stated requirements.

This could be valuable for contractors and suppliers active in commercial, residential, industrial, institutional or civil construction within the Lower Mainland and Interior BC who can register and bid via MERX and comply with DCC contract and performance requirements. Key considerations include the requirement to apply via MERX (no fax/email), the need to re-apply if on the previous OCSL, a single official language selection for all documents and communications, project value limits of $10M and below, potential organization/personnel security clearances (up to SECRET) and related lead times, possible Indigenous set-asides or subcontracting requirements tied to ISC registration, and the risk of removal from the OCSL for poor performance or non-compliance.
