DEFENCE CONSTRUCTION CANADA (DCC) is seeking a Construction Manager experienced in the Construction Management at Risk (CMAR) delivery method to deliver a multi-project System Renewal Program at 19 Wing CFB Comox, BC, covering renovation of existing infrastructure, demolition of certain facilities and construction of new facilities including armoury facilities. A single CCDC 5B Construction Management Contract – for Services and Construction will govern the entire Program for its full duration. The Construction Manager must provide pre-construction services (general services, pre-design, schematic design, design development, construction documents and construction procurement) and construction services (general services, cost control and accounting, and post-construction services). The resulting Contract includes an Indigenous Benefits Plan to provide opportunities for Indigenous-owned and led businesses; RFP documents provide further detail and reference directories for Indigenous businesses. A site visit is scheduled for September 2, 2026 at 2:00 PM (local) meeting at B306, 19 Wing CFB Comox; attendees must pre-register by email to the named bidder contact no later than two business days prior or risk denial of access. The Program’s estimated construction cost is in the range of $100 million. Proposals must be submitted through the MERX Electronic Bidding System and bidding documents are available on merx.com (fees may apply). The solicitation is conducted under CFTA, CETA (Chapter Nineteen) and WTO‑GPA requirements. The selected Construction Manager must hold a valid FACILITY SECURITY CLEARANCE at the SECRET level issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). The RFP identifies hourly rate requirements for key personnel (Project Manager, Site Superintendent, Security Manager, Project Controls Manager, Lead Quality Control Manager, Lead Scheduler and a Total Classification Rate) and a Construction Manager percentage fee (markup) for construction services. Questions must be directed only to the point of contact identified in the advertisement.

This opportunity is most relevant to firms with proven CMAR experience and the capacity to manage a multi-project program sized around $100M, and to those able to obtain/hold SECRET-level facility security clearance; key considerations include the single CCDC 5B contract covering the entire program, mandatory Indigenous Benefits Plan obligations, the scheduled site visit with pre-registration requirements, and compliance with CFTA/CETA/WTO‑GPA procurement rules.
