Defence Construction Canada is seeking Design‑Build teams for a Modified Design‑Build (MDB) contract to deliver NORAD Northern Basing Infrastructure at the Forward Operating Location (FOL) in Iqaluit, Nunavut, including airfield improvements, hangars with aprons and taxiways, ammunition compounds, fuel facilities, accommodations, warehousing, multi‑purpose facilities, and robust IT, cyber and logistics infrastructure. Preliminary rough order of magnitude estimates include ~7,500 m2 total hangar space, 500,000–750,000 litres fuel storage, 500 m2 office space, 600 m2 ammunition storage, 4,000 m2 accommodations, 2,000 m2 fire hall, 9,000 m2 multi‑purpose facilities, 7,000 m2 indoor storage, a 60,000 m2 apron and 72,000 m2 total asphalt surface. The multi‑year MDB contract (one contract for the site) may exceed $5B and will cover requirements validation, design and construction phases; the RFP is projected for release in Fall 2027, conditional on DND approval. Successful proponents must hold or obtain Facility Security Clearance at the SECRET level prior to award, and will be required to develop an Indigenous Benefits Plan.
