Defence Construction Canada (DCC), on behalf of the Department of National Defence (DND), is seeking integrated design‑build teams for NORAD Northern Basing Infrastructure at the Forward Operating Locations (FOLs) in Inuvik and Yellowknife, Northwest Territories. The work will support NORAD modernization and continental defence by enabling advanced aircraft operations and rapid mobilization in the North and includes airfield improvements; new and/or repurposed hangars with aprons and taxiways; ammunition compounds; fuel facilities; accommodations, warehousing, planning and multi‑purpose facilities; support equipment; and robust IT, cyber and logistics infrastructure. Preliminary rough order of magnitude estimates include ~33,000 m2 total hangar space, 500,000–2,000,000 L fuel storage, 500 m2 office space, 600 m2 ammunition storage, 4,000 m2 accommodations, 2,000 m2 fire hall, 9,000 m2 multi‑purpose facilities, 9,000 m2 indoor storage, 122,000 m2 apron and 72,000 m2 total asphalt surface. Delivery will be by one Modified Design‑Build (MDB) contract per site with multi‑year phases (requirements validation, design and construction) and an estimated contract value that may exceed $5 billion per location. The Inuvik MDB is projected for release in Fall 2026 and Yellowknife in Summer 2027, conditional on DND approval. To be eligible for award, proponents must actively hold required security clearance(s) prior to award; the anticipated level is Facility Security Clearance at SECRET. DCC is offering Industrial Security Program (ISP) sponsorship assistance to support proponents beginning the security clearance process (questions: ISP.Sponsorship@dcc-cdc.gc.ca, (613) 998-8974) and a DCC contact for this notice is Antoine.amrhyn@dcc-cdc.gc.ca. Bidding documents will be available on MERX.

This opportunity is best suited to integrated design‑build teams with northern design and construction experience and the capacity to deliver multi‑billion‑dollar, multi‑year infrastructure projects and to obtain Facility Security Clearance at the SECRET level. Key considerations include complex northern logistics and constructability, requirements for meaningful Indigenous participation and an Indigenous Benefits Plan, the large scale suggested by the ROM estimates, and the risk that security sponsorship does not guarantee timely clearance.
