Defence Construction Canada (DCC) is seeking a contractor for the design, construction, commissioning and removal works to replace the existing Airfield Lighting Power Centre (ALPC) at 4 Wing Cold Lake, Alberta. The project includes civil and site preparation (concrete pads, slabs and footings), extension of airfield lighting circuits, supply and installation of an approximately 100 m² prefabricated steel ALPC building in two sections (airfield regulator and generator), equipment, controls and lighting-control software, precast concrete manholes, series lighting cable and concrete-encased direct-buried electrical services, and removal of the existing ~63.7 m² ALPC building, foundation, fuel tank and power systems after commissioning. The new ALPC will supply power to planned LED airfield lighting installations over a five-year period beginning in 2027 while the existing ALPC will continue to power incandescent lighting until replacement. Associated airfield electrical work must be performed by journeyperson airfield electricians in accordance with CSA Z463-18. The anticipated solicitation (Contract No. 88023) is estimated at $11,100,000 and is expected to be posted in Fall 2026; awarded bidders must hold or obtain Designated Organization Screening (DOS) security clearance and DCC is offering sponsorship assistance through its Industrial Security Program (ISP) (ISP.Sponsorship@dcc-cdc.gc.ca).

This opportunity is best suited to contractors with proven experience in airfield electrical systems, prefabricated steel building installation, on-site civil works and commissioning. Key considerations include obtaining DOS security clearance (DCC sponsorship is available but not guaranteed), compliance with CSA Z463-18 for airfield electrical work, coordination for staged LED lighting replacements starting in 2027, and working to an anticipated Fall 2026 solicitation timetable and the estimated $11.1M project budget.
