Defence Construction Canada is seeking Design‑Builders to assess interest in a potential Modified Design‑Build contract to deliver NORAD Northern Basing infrastructure upgrades at the Deployed Operating Base (5 Wing) Goose Bay in Happy Valley–Goose Bay, Newfoundland and Labrador. The multi‑year program, led by the Department of National Defence, includes airfield improvements; hangars with aprons and taxiways (approximately 40,000 m2 hangar space); an operations centre (1,000 m2); munitions storage (600 m2); a security force facility (1,000 m2); accommodations (5,000 m2); admin and storage facilities (11,500 m2); aprons and taxiways rehabilitation (615,000 m2) and new aprons/taxiways (225,000 m2); runway renewal/resurfacing (275,000 m2); roads (50,000 m2); a fire hall (2,000 m2); fuel facilities; ammunition compounds; warehousing, support and multi‑purpose facilities; and robust IT, cyber and logistics infrastructure. The delivery will be a single Modified Design‑Build contract with phases for requirements validation, concept and planning, design and construction, an estimated total contract value that may exceed $5 billion, and anticipated procurement in February 2027 conditional on DND approval. To be eligible for award, proponents must hold or obtain a Facility Security Clearance at the level of SECRET; Defence Construction Canada is offering discretionary sponsorship through its Industrial Security Program (quote contract number 87054 when requesting sponsorship). Questions can be directed to Gary Fulton, Leader, Contract Services, Defence Construction Canada, telephone 782-640-1049, email Gary.Fulton@dcc-cdc.gc.ca, or ISP.Sponsorship@dcc-cdc.gc.ca.

This could be ideal for large design‑build firms with proven northern and airfield construction experience that can manage multi‑billion, multi‑year projects and develop Indigenous Benefits Plans; key considerations include obtaining Facility SECRET clearances (no guaranteed timelines), demonstrating northern logistics and constructability capability, and meeting Indigenous participation requirements.
