Tender: Public Service Commission — Evaluation Services Consultants (Senior, Intermediate, Junior) for PSC Evaluation Engagements (1-year + 1-year option)

Public Service Commission of Canada is seeking a supplier for Evaluation Services Consultant support services on an as-and-when-required basis to assist the Internal Audit and Evaluation Directorate (IAED) in developing and delivering evaluation engagements and performance measurement activities identified in the PSC Internal Audit and Evaluation Plan. Bidders must submit for all work streams (9.12) to provide two Senior Evaluation Services Consultants, one Intermediate Evaluation Services Consultant and one Junior Evaluation Services Consultant; the contract is for one year with an irrevocable one-year option. Planned evaluation work includes reviews and evaluations such as lessons learned from second-language unsupervised internet testing accommodation, the Priority Entitlement Program review, evaluation of the Post-secondary Recruitment Program, PSC Digital Strategy implementation review, and administration of second language evaluations; work will be assigned by Task Authorizations and may require independent or collaborative work across PSC sectors. Security requirements apply: Common PS SRCL #6, corporate Designated Organization Screening (DOS) and Reliability Status for personnel; bidders do not need the required clearance to submit a bid. The estimated level of effort is 85 days for the Senior lead, 10 days for a Senior QA reviewer, 45 days for the Intermediate consultant and 20 days for the Junior consultant.
