Courts Administration Service is seeking a supplier to conduct a comprehensive organization-wide assessment of the Courts Administration Service covering approximately 900 employees (about 36 executives) to evaluate organizational health, culture, employee engagement, leadership practices and effectiveness, psychological safety, inclusion, workload and overall organizational effectiveness. The contractor will provide assessment, facilitation and advisory services to the Chief Administrator and Chief Executive Officer, the Head of Human Resources and the Executive Team as appropriate, and will deliver evidence-based findings, recommendations and a phased implementation roadmap to address root causes and support sustainable organizational change. This selective TSPS solicitation (Reference/Solicitation 5X001-26-0277) is open only to TSPS Supply Arrangement Holders qualified under the National Capital Region for category 2.4 – Organization Development Consultant; the solicitation closes 2026-10-28 at 02:00 PM EDT, the anticipated start date is 2026-11-09, and the contract period is two years from award. Common PS SRCL #6 applies and the minimum resource security requirement is Reliability.
