Tender: Natural Resources & Environmental Consulting Source List – Alberta, Saskatchewan & Manitoba (Defence Construction Canada)
Released 3 months ago
About
Defence Construction Canada is seeking consulting firms to establish a three-year Source List to provide natural resources and environmental professional services on an “as and when required” basis at various locations in Alberta, Saskatchewan and Manitoba; the closing date has been changed from 22 September 2026 to 29 September 2026 (closing time unchanged). The Source List has a maximum estimated value of $7,500,000 with commissions generally valued between $45,000 and $200,000 and a maximum commission value of $500,000; the Source List may be extended for up to two additional one-year periods and increased by $5,000,000 if mutually agreeable. Proponents will be evaluated against the RFAP criteria, must submit abbreviated proposals via the MERX Electronic Bidding System (fees may apply), and the selected consultant must hold a valid Designated Organization Screening (DOS) security clearance from the Contract Security Program. The solicitation is conducted under CFTA, CETA (Chapter Nineteen) and WTO‑GPA requirements, and proponents must provide hourly classification rates (including roles such as Source List Manager, Senior Biologist, Intermediate Biologist, Intermediate Biologist Technician, GIS Analyst and total weighted classification rate) and maximum upset unit travel rates to specified locations (Cold Lake, Edmonton, Wainwright, Suffield, Calgary, Moose Jaw, Dundurn, Winnipeg, Shilo) as detailed in the RFAP and MERX posting; questions must be directed only to the advertisement point of contact and contract award results are available on the DCC website.
This could be valuable for consulting firms that provide natural resources and environmental services in Alberta, Saskatchewan and Manitoba and that can supply the requested hourly classification rates and capped travel rates; key considerations include the requirement for a DOS security clearance, adherence to the RFAP evaluation criteria and the need to service multiple specified locations with travel cost limits.
