Defence Construction Canada (DCC) is seeking Inuit Firms registered and in good standing on the Inuit Firm Registry to establish a two‑year Source List to provide as‑and‑when‑required environmental consulting services for Department of National Defence locations across Nunavut. Services required include Environmental Site Assessment (ESA), monitoring and remediation under federal and DND contaminated‑sites frameworks; natural‑resources infrastructure‑related environmental compliance monitoring, audits, inspections and advice including Class D estimates and conceptual designs; and Designated Substance Surveys (DSS) and hazardous‑materials (Hazmat) assessment specialties (including archaeological assessments). The Source List has a maximum estimated value of $15,000,000 for two years, may be extended up to three additional one‑year periods and increased by $15,000,000 at DCC’s discretion, and individual commissions are expected to range from $200,000 to $1,500,000. Proponents will be evaluated under the RFAP to select the three highest‑scoring firms based on Inuit and Nunavut benefits (employment, training, subcontracting and location of offices/facilities in the Nunavut Settlement Area). Selected consultants must hold a valid Designated Organization Screening (DOS) issued by the Contract Security Program (CSP) at Public Services and Procurement Canada; bidding documents are available on MERX.

This opportunity is most relevant to Inuit‑registered environmental and engineering consulting firms with proven contaminated‑sites, environmental compliance and DSS/Hazmat capabilities for federal projects in Nunavut; key considerations include meeting the RFAP Inuit/Nunavut benefits criteria, obtaining DOS security screening, and managing logistics and travel costs for work across remote Nunavut locations.
