Tender: Interior Redevelopment and Turnkey Fit-Out of the Arsenal Foundry, Old Québec

Parks Canada is seeking a supplier for the interior redevelopment and turnkey fit-up of the Arsenal Foundry, a red-brick industrial building near Saint-Jean Gate in Old Québec, to restore the building’s original interior volume by demolishing existing interior structures in fall 2026, create an interior opening to a lower level containing a 19th-century masonry remnant (to remain visible and accessible with code-compliant guardrails), and design, supply and install new flooring finishes and guardrails to deliver a flexible multi-purpose space for heritage interpretation, permanent and temporary exhibitions, educational activities, corporate events and rental events. The project is estimated at $250,001–$500,000 (taxes extra), follows a two-submission bid procedure, must be completed by March 30, 2027, and bids are accepted only by email to soumissionsami-bidsrpc@pc.gc.ca (maximum email size 15 MB) or by fax to 1-855-983-1808; an optional site visit is scheduled for September 29, 2026 at 1:30 PM at 2 D’auteuil Street, Québec. Photographs are provided as an appendix, work must comply with National Parks Regulations, and the solicitation includes Indigenous participation requirements and standard enquiry and addendum procedures.
