Environment and Climate Change Canada is seeking a supplier for a study on the Economic Impacts of Rail Decarbonization in Canada, with the contract period running to 2027-03-31 inclusive and a maximum funding available of $70,000 (applicable taxes extra). Offerors must submit a financial offer in accordance with the Annex Basis of Payment and meet the mandatory and point-rated technical criteria in the Annex Technical Criteria; selection will be based on the highest combined rating of technical merit (70%) and price (30%). There are no security requirements for this solicitation; offerors are encouraged to join ECCC’s Net‑Zero Challenge (including measuring and disclosing GHG emissions and committing to science‑based GHG reduction planning), and must comply with Canada’s Code of Conduct for Procurement, integrity provisions, anti‑forced labour requirements, Buy Canadian policy, certification requirements for contracts involving former public servants, and social procurement encouragement for underrepresented groups.
