Defence Construction Canada (DCC) is seeking a supplier to provide engineering consulting services to design replacement heating systems for the existing hydronic heating systems at seven northern Long‑Range Radar (LRR) sites located in Nunavut, the Northwest Territories and Yukon. The work includes preparation of plans and specifications and assistance during the tendering and construction phases; proponents must submit Abbreviated Proposals via the MERX Electronic Bidding System by the closing date of September 22, 2026 (closing time unchanged). The project’s estimated construction cost is $19,000,000.00. The selected consultant will be required to hold a Facility Security Clearance (FSC) at the SECRET level issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). This solicitation is conducted under the CFTA, CETA (Chapter 19) and WTO‑GPA and contains set‑asides for Indigenous businesses; the RFAP includes required personnel categories, travel rates, allowances and maximum upset amounts.

This could be ideal for engineering consulting firms with mechanical/heating system design capability and experience supplying professional services for multi‑site projects; bidders must be able to obtain SECRET FSC, account for travel and logistical costs for seven remote northern sites, and consider the Indigenous business set‑asides and the September 22, 2026 solicitation closing date.
