About

Defence Construction Canada is seeking a consultant to provide commissioning oversight for building and specialty systems — including mechanical, electrical, building envelope, roofing, fire alarm, security, and telecommunications — in support of the National Defence Secure Campus (NDSC) project at the National Defence Headquarters (NDHQ) Carling Campus in Ottawa, ON. The services will be procured through a Request for Abbreviated Proposal (RFAP) with a total potential opportunity estimated at $20,000,000 and a solicitation expected in Winter 2027, conditional on DND approval. To be eligible for award, proponents must actively hold or obtain required security clearance(s) (the anticipated level is Facility Security Clearance at Secret) prior to award; Defence Construction Canada is offering discretionary sponsorship through its Industrial Security Program to assist with the clearance application process, but sponsorship or assistance does not guarantee a clearance.
