Defence Construction Canada is issuing an advance procurement notice seeking construction management services to recapitalize vertical and horizontal infrastructure at the Whitehorse Cadet Training Centre in Whitehorse, Yukon. The multi-year program covers renovation, demolition and reconstruction across the existing site of 39 buildings (approximately 5,000 m²) that include barracks with ablutions, classrooms, a combined kitchen/dining/administration building, a large storage warehouse, and various workshops and support structures. Project delivery will be by a Construction Management (CM) contract with an estimated total contract value of $50 million, and the solicitation is anticipated in Fall 2026 subject to Department of National Defence approval. The project includes an Indigenous business participation component under the Procurement Strategy for Indigenous Business and successful proponents will be required to develop an Indigenous Benefits Plan; proponents must also hold or obtain required security clearances prior to award, with the anticipated level being Designated Organization Screening (DOS), and Defence Construction Canada can provide discretionary sponsorship through its Industrial Security Program.
