Tender: Facilities Maintenance and Support Services for Department of National Defence Sites in Northern Canada
Released about 2 months ago
About
The Department of National Defence is seeking a contractor to provide facilities maintenance and support services for approximately 100 existing buildings and associated utility infrastructure totaling about 60,000 m2 across Northern Canada, with sites in Churchill (Manitoba); Inuvik and Yellowknife (Northwest Territories); Whitehorse (Yukon); and multiple Nunavut locations (Eureka, Resolute Bay, Gascoyne Inlet, Nanisivik Naval Facility, Rankin Inlet, Iqaluit). Required services include hard services (building envelope, HVAC&R, electrical, plumbing, fire detection and suppression, generators, security and access control, elevators, door systems, kitchen equipment), soft services (janitorial, landscaping, pest management, snow and ice control, hazardous and solid waste management, utility billing support, environmental services), and facilities support services (service management and coordination, maintenance program management, emergency readiness and response, asset investment advice, help desk). The work will be delivered through FM contracts anticipated as one contract covering Manitoba/NWT/Yukon (estimated value $240M) and a separate contract for Nunavut (estimated value $225M), each with an initial five-year term and two optional three-year extensions (up to 11 years). Solicitations are anticipated in Winter 2026/2027 with service commencement planned for Winter 2028, conditional on DND approval. To be eligible for award, proponents must actively hold or obtain required security clearances (Facility Security Clearance at the Secret level); Defence Construction Canada is offering Industrial Security Program sponsorship assistance. The program also seeks to create subcontracting, employment and training opportunities for Indigenous businesses and communities.
This opportunity is suited to contractors able to deliver integrated hard, soft and facilities support services across remote northern sites and willing to obtain a Facility Security Clearance (Secret). Key considerations include operating in remote, cold-climate locations, the need to manage Additional Work Requests (AWRs), Indigenous engagement expectations, and that security clearance sponsorship and processing timelines are not guaranteed and may affect proposal and award timing.
