Tender: Construction Management Services for Ontario Armouries Site Enhancement Program — Hamilton and Southern & Central Ontario

Defence Construction Canada (DCC) is seeking a contractor to provide construction management services for the Ontario Armouries Site Enhancement Program at multiple reserve and armoury sites in Hamilton and across Southern and Central Ontario. The work will support pre-construction and construction phases for phased work packages delivered over an anticipated 7–10 year program while maintaining operations at the sites, with initial delivery expected to support Track A (HMCS Star and CFRB Hamilton) and Track B (six armouries) and potential future expansion to Track C (thirteen additional armouries). Major works may include vertical infrastructure (new construction, recapitalization and building system upgrades) and horizontal infrastructure (water, wastewater, electrical, communications, natural gas, security infrastructure, roads and site works). The estimated construction cost is about $100,000,000 (approximately $60,000,000 for Track A and $40,000,000 for Track B) with possible additional work for Track C that could increase program value by up to $110,000,000. This Advance Procurement Notice (not a solicitation) indicates an anticipated solicitation in November 2026, conditional on Department of National Defence approval, and notes required security clearances (anticipated Designated Organization Screening level) with DCC offering discretionary sponsorship through its Industrial Security Program; the project may include an Indigenous business participation component in accordance with the Procurement Strategy for Indigenous Business.
