Tender: Design-Build of Basic Military Qualifications Facilities at CFB Borden

DEFENCE CONSTRUCTION CANADA (DCC) is seeking a design-build team to design and construct new Basic Military Qualifications Facilities at CFB Borden using a modified design-build approach. The project has an estimated cost of $150,000,000 and proposals must be submitted through the MERX Electronic Bidding System by the amended closing date of October 6, 2026 (the closing time remains unchanged). The solicitation is conducted under the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of CETA and the WTO‑GPA. The successful proposer will be required to hold a valid Designated Organization Screening (DOS) issued by the Contract Security Program within Public Services and Procurement Canada; security requirements are detailed in Amendment No.1 to the RFP. RFP documents include detailed hourly-rate classifications for design and engineering roles (for example: Design Team Lead; Lead, Senior and Intermediate Architects; Lead, Senior and Intermediate Structural, Mechanical, Electrical and Civil/Municipal engineers; senior and intermediate technologists/technicians/draftspersons; Project Manager; Superintendent; Indigenous Relations Coordinator; Industrial Security Manager; total classification rate), plus a maximum upset travel rate to Borden and a design-builder mark-up allowance.
