Tender: Canadian Forces Housing Program – Design-Build for New Military Residential Housing Across Canada
Released 8 months ago
About
The Canadian Forces Housing Agency (CFHA) is seeking Design-Build teams to provide architectural and engineering services and to design and construct new residential housing and supporting infrastructure for Canadian Armed Forces members at bases and wings across Canada. The program will use a Modified Design‑Build (MDB) delivery model that integrates studies, planning, detailed design and construction under single contracts, with an emphasis on higher‑density, primarily mid‑rise apartment buildings and potential phased delivery. Published RFPs include: RFP No.1 – Comox, BC (212 units, $96M) and Esquimalt, BC (200 units, $91M); RFP No.2 – Ottawa, ON (280 units, $128M); RFP No.3 – Yellowknife, NWT (32 units, $15M); RFP No.4 – Gagetown, NB (656 units, $323M), Greenwood, NS (208 units, $95M), Halifax, NS (400 units, $182M); RFP No.5 – Montreal, QC (200 units, $91M), Valcartier, QC (1,120 units, $510M), Bagotville, QC (240 units, $109M). Additional solicitations anticipated in Fall 2026, conditional on DND approval, include RFP No.6 – Wainwright, AB (94 units, $43M), Cold Lake, AB (232 units, $106M), Edmonton, AB (1,010 units, $459M); RFP No.7 – Winnipeg, MB (240 units, $110M), Shilo, MB (184 units, $84M); RFP No.8 – Borden, ON (210 units, $96M), Kingston, ON (960 units, $437M), North Bay, ON (78 units, $36M), Petawawa, ON (1,114 units, $507M); and RFP No.9 – Moose Jaw, SK (24 units, $11M). The program also seeks to create opportunities for Indigenous businesses and communities through potential subcontracting, employment and training associated with the work.
This opportunity is most relevant to integrated Design‑Build teams, A&E firms and contractors experienced in mid‑rise residential and large multi‑site government projects, as well as Indigenous businesses seeking subcontracting or training roles. Key considerations include the MDB requirement to deliver studies, design and construction under a single contract, the possibility of phased delivery or bundled RFPs, the large scale and varied budgets by location, and the conditional timeline (additional solicitations anticipated in Fall 2026 subject to DND approval).
