Defence Construction Canada is issuing an Advance Procurement Notice seeking contractors and consultants for upcoming Real Property Operations Group (RP OPS) and Canadian Forces Housing Agency (CFHA) base program projects in the National Capital Region. This is a preliminary notice (not a solicitation) to inform industry of potential contracts for a range of defence infrastructure including administrative and operational buildings, secure and mission‑critical facilities, training and logistics centres, and residential housing managed by CFHA; future solicitations may be advertised on MERX and CanadaBuys or awarded via the Open Construction Source List (OCSL), source lists, standing offers or other procurement tools. Some projects may require security clearances (with DCC offering discretionary sponsorship through its Industrial Security Program) and certain projects may be reserved for Indigenous businesses under the Procurement Strategy for Indigenous Business; there is no guarantee that solicitations will proceed or that sponsorships or clearances will be granted. Download the MERX attachment referenced in this APN for the anticipated project list and timelines and contact DCC for sponsorship or APN questions.

This notice is valuable for construction contractors, engineering and environmental consultants, and firms experienced in defence or secure-facility work—especially those already on or able to join the OCSL or relevant source lists. Key considerations: many contracts may require security clearances (DCC sponsorship is discretionary and not guaranteed), some opportunities may be reserved for Indigenous businesses, solicitations are not guaranteed to proceed, and MERX registration is required to access full documents.
