Tender: WCB Enterprise Training Modernization and Operating Model Design
Released about 2 months ago
About
The WCB is seeking a supplier to modernize its enterprise training function and programs, including development of a new enterprise training operating model. The work includes a comprehensive current-state assessment of training structures, governance, roles, processes, technologies and content; identification and implementation of prioritized quick wins to improve processes, learner experience and delivery; collaborative design of a future-state operating model with governance, roles, accountability and a phased roadmap; development of a modern learning strategy and training framework that moves from classroom-heavy approaches to blended, just-in-time and performance-based learning, improves content modularity and digital reuse, and recommends learning technologies and measurement KPIs; and a detailed implementation plan covering pilots, sequencing, resources, risks, change management and success measures. Services are normally performed during business hours but may be requested outside business hours without overtime unless specified in the Fee Schedule. Vendors must provide profiles of proposed resources and demonstrate experience in operating model design, instructional design and learning technologies, enterprise learning functions, change management, unionized environments and delivery of similar projects. Services are expected onsite at WCB facilities and from contractor facilities located in Canada, with an expected initial period of one year and a preferred start date of November 30, 2026, plus an irrevocable option to extend for up to one additional year; workers compensation coverage is not required unless mandated under The Workers Compensation Act.
This could be ideal for consulting firms with proven experience in enterprise operating-model design, learning modernization, learning technology implementation, and change management—especially those with experience working in unionized organizations. Key considerations include the need to field seasoned onsite resources (the WCB may terminate if resources are inadequately qualified), deliver a wide scope of outputs from assessment to implementation planning, meet the preferred November 30, 2026 start and one-year initial term, and accommodate some after-hours work without overtime unless the Fee Schedule allows it.
