Tender: Upgrade of Interpretation Space at Fonderie de l'Arsenal, Fortifications of Québec National Historic Site — Turnkey Design, Fabrication and Installation

Parks Canada Agency is seeking a supplier to upgrade the interpretation space at the Arsenal foundry in Artillery Park, Fortifications of Québec National Historic Site. The Contractor must deliver turnkey professional services from preliminary design through fabrication and installation to convert the current temporary exhibit into a permanent, fully modular interpretive facility; the scope also includes a review of the building's interior design and the turnkey development of certain exterior signage elements. The Contract period runs to August 15, 2027. Only suppliers pre‑qualified under Supply Arrangement No. 5P300-23-0156/A (Stream A) are eligible to bid. Bids will be accepted only by email to soumissionsest-bidseast@pc.gc.ca (attachments only; links are not accepted) or by facsimile to 1-877-558-2349; in-person or courier submissions will not be accepted and Parks Canada is not accepting bids via SAP Ariba. The maximum email file size is 15 MB; bidders may send multiple labeled emails if required. A bidders' teleconference will be held September 9, 2026 at 11:00 EDT; attendees must confirm and provide names and issues in writing by September 7, 2026 at 2:00 PM. Written enquiries must be submitted no later than five calendar days before solicitation closing. Work must comply with National Park Regulations and the National Park Act, written documents may be submitted in either official language, and oral communications must be in the preferred official language of participants.
